SACRAMENTO, Calif. — After years of failed attempts to impose health and safety buffer zones around new oil and gas wells in California, state lawmakers on Wednesday sent a bill to the governor that would require setbacks between those production sites and residential neighborhoods and other sensitive areas.

Senate Bill 1137 is a major part of a package of climate legislation that Gov. Gavin Newsom pledged to bolster the state's environmental policies.

Zimbabwe’s general election is several months away but many opposition figures say they are already battling government repression similar to the iron-fisted rule of Robert Mugabe, the former president who died in 2019. President Emmerson Mnangagwa’s government is responding with force to opposition to his rule, stoked by worsening economic conditions including inflation at more than 250% and the emergence of a popular new opposition party. Among those suffering from the government’s dragnet is opposition member of parliament Job Sikhala, who has been detained in the harsh Chikurubi prison near the capital, Harare, for close to three months on accusations of inciting violence.

Former Soviet leader Mikhail Gorbachev, who launched dramatic reforms that helped end the Cold War and precipitated the breakup of the Soviet Union, is set to be buried in a relatively low-key ceremony snubbed by Russian President Vladimir Putin. The Kremlin’s refusal to declare a state funeral reflects its uneasiness about the legacy of Gorbachev, who has been venerated worldwide for bringing down the Iron Curtain but reviled by many at home for the Soviet collapse and the economic meltdown that plunged millions into poverty. On Thursday, Putin privately laid flowers at Gorbachev’s coffin at a Moscow hospital where he died. The Kremlin said the president’s busy schedule would prevent him from attending the funeral.

Inspectors from the International Atomic Energy Agency are used to risky missions — from the radioactive aftermath of the Fukushima disaster in Japan to the politically charged Iranian nuclear program. Their deployment amid the war in Ukraine to Zaporizhzhia takes the threat to a new level and underscores the lengths to which the organization will go in attempts to avert a potentially catastrophic nuclear disaster. The 6-month war sparked by Russia’s invasion of its neighbor is forcing international organizations, not just the IAEA, to deploy teams during active hostilities in their efforts to impose order around Ukraine’s nuclear power plants, pursue accountability for war crimes and identify the dead.

Joc Pederson homered and drove in five runs, Alex Cobb struck out seven in seven scoreless innings and the San Francisco Giants routed the Philadelphia Phillies 13-1. Evan Longoria and Andrew Knapp each added two RBIs for San Francisco, which snapped a seven-game losing streak. Wilmer Flores, Brandon Crawford and Thairo Estrada also drove in runs. Cobb (5-6) allowed three hits and a walk in earning his first career win against Philadelphia. The Giants jumped on Phillies starter Kyle Gibson for four runs in the first inning and three more in the second. Gibson (9-6) allowed a season-high seven runs on five hits and four walks in 1 2/3 innings as Philadelphia lost for the fourth time in five games.

LOS ANGELES — The path of a pitcher returning from Tommy John surgery is rarely straight and pointing north. It usually zigs and zags, lunges forward and lurches back, with encouraging stretches of dominance offset by shaky moments of self-doubt.

Derius Davis scored on a 60-yard punt return and a 27-yard reverse to help TCU open the Sonny Dykes era with a 38-13 win over Colorado on Friday night. Dykes took over for longtime TCU coach Gary Patterson after spending the last four seasons at SMU, where he revived the program. Maybe it was the delayed start — about 35 minutes due to lightning in the area — but the Horned Frogs couldn’t get much going early. Once they did, the Buffaloes couldn’t stop their speed. TCU came away with points on all five of its second-half drives before a kneel-down to close out the game. The Horned Frogs outscored Colorado 31-7 in the second half to turn a close game into a rout.

Thousands of people are under evacuation orders in Northern California as a wind-whipped wildfire rages near rural communities. Authorities say the Mill Fire that began Friday afternoon has injured at least two people and burned an unknown number of homes in the area of Weed, an hour’s drive from the Oregon state line. It’s one of three large fires that forced large-scale evacuations in recent days as California swelters under a heat wave that’s expected to last through Labor Day. People trying to cool down are threatening to strain California’s electrical grid. Hoping to avoid blackouts, the state has issued a call for energy conservation for Saturday afternoon and evening.

When Mikhail Gorbachev is buried Saturday at a Moscow cemetery he will once again be next to his wife, Raisa. The two had shared the world stage for more than a decade in a visibly close marriage that was unprecedented for a Soviet leader. Gorbachev's public devotion to his family broke the stuffy mold of his predecessors just as his openness to political reform did. In later years, he kept Raisa’s memory alive and embraced his status as a lonely widower. For her part, Raisa Gorbachev was more visible than previous Soviet first ladies, with a direct way of speaking, a polished manner and fashionable clothes. She accompanied him on his travels and they discussed policy and politics together.
